A School Becomes a Neighbourhood
Redundant school buildings present a particular challenge: architecturally substantial, often positioned on generous grounds, and carrying the kind of community significance that makes planning authorities cautious. The former Westbury School in Letchworth Garden City — two inter-war school pavilions on West View, with later and less sympathetic additions — was a case in point.
Hertfordshire County Council appointed Pentangle Design to assess the site’s development potential and prepare a planning application for its residential conversion. Our role was feasibility and planning only: once consent was secured, delivery was handled by others.
The Scheme
The approved scheme comprises 39 homes in total: 26 dwellings created from the conversion and subdivision of the two original school pavilions, 12 new-build houses arranged in the grounds, and one detached dwelling. The unsympathetic later additions — the accretions that had diminished the character of the original buildings — were removed as part of the scheme, restoring legibility to the interwar architecture.
The Conservation Officer’s primary requirement during the planning process was the modification of proposed French windows in the large front-elevation openings of the pavilions — a straightforward amendment that improved the visual outcome and reflected the genuine heritage sensitivity of the buildings.
The Outcome
Planning permission was secured in 2010. The scheme has since been built out. Whether the listing status of the original pavilion buildings was ever formally assessed is a question worth confirming, but the buildings were treated throughout the design process as if their heritage significance were beyond doubt — which is, in practice, the right approach.
If you are a public sector body or institutional landowner with a redundant building or site, Pentangle Design has direct experience of making the planning case for residential-led development. We work regularly with Hertfordshire County Council and understand the particular requirements that public land disposals involve.
